*someone* could. But in a scenario where Cthulu has taken out most of the British administrative system, who would that person be?

Whoever is in charge of the Privy Council.

There are quite a lot of ex-politicians who are PC, as well as most of the judiciary, and people like former Commonwealth Prime Ministers (who will be a very long way from Cthulhu at the time).

Worst case, a bunch of superannuated Australian and Canadians fly over to the UK and reboot the government.
