Lol - the Soane approach was to make the sign very small (A6), frame it, and prop it up in a dark nook in the entrance hall, in hopes that nobody will notice it despite it being displayed where all visitors must pass it. The museum's only been non-smoking since forever - forget about staff welfare, we have historic textiles to preserve.
I can sympathise with the church officials. However, given the moronic few who appear to want to insist on continuing to smoke regardless I can also understand the approach of the law.

There was a notice on a pillory this weekend saying something like, "Unfortunately, we are no longer allowed to let you put your head in the pillory because of the interference of the stupid nanny state." Maybe the government will produce "No pillory" signs as make all public places display them, too.
Which reminds me of a spate of drive-by cabbage-throwings in the East End about twenty years ago. Yes, really. No fatalities, but I believe some people were quite badly hurt.
